There is a product called BONDEX. It is a powder you mix with water. It is a waterproofer and concrete Sealer made specifically for cinder block walls.It can be used inside or outside and it comes in several neutral colors or plain white. I would buy hydraulic cement. It expands in the crack and seals better. Small batches as it cures quickly.
You can get a cement patch compound that is specifically made for that. If you're looking at a crack that needs to be filled, I would recommend concrete repair epoxy. It will fill the crack and adhere really well. Ask for it at a home improvement store.
