What is the best way to patch up a concrete foundation without using parging?

The parging on the foundation walls were bubbling and falling off. We have since taken off the rest of the parging and would like to just paint the foundation walls. However, they are not smooth and water have damaged it and created large missing chunks of concrete. What is the best thing to use to patch and smooth over the foundation wall before painting.What is the best way to patch up a concrete foundation without using parging?

paint area with pva ..whilst still wet apply scratch coat of render that's 3-1..plastering sand and portland cement ...make sure you scratch first coat ..then pva again tomorrow and top coat of render ..rub smooth with float finish with sponge ...finished !
Just get some non-shrink grout and spacel it in the holes. Its like patching a sheetrock wall.
